In practice, these systems connect security, operations, IT, civil works, and regulatory approval. A contractor must understand how each element performs within the building and how it will be accepted by the relevant authority.
Before requesting quotations, define what the project must achieve. Is the priority regulatory approval, loss prevention, visitor management, warehouse monitoring, fleet access, tenant safety, or centralized control across multiple sites? A clear operational objective exposes whether a bidder is proposing a suitable solution or simply pricing a generic bill of quantities.
For a warehouse, camera coverage at loading bays, perimeter gates, cash-handling areas, and vehicle routes may matter more than the camera count. 1. Verify authority approvals and local compliance experience
For regulated security projects, approval capability is not optional. The contractor should understand the applicable requirements and design process for the project location. In Dubai, this may include SIRA requirements. Abu Dhabi projects may require compliance with monitoring and control authority standards, while Sharjah sites can be subject to Sharjah Police requirements.
Ask whether the contractor holds the approvals relevant to your project and whether its team manages submissions, coordination, corrections, inspection preparation, and final approval processing. There is a major difference between a contractor that installs equipment and one that takes ownership of the approval path.

4. Compare scope line by line
Do not compare two ELV quotations by their final totals alone. One may include design, conduits, containment, civil supports, approvals, testing, training, and documentation, while another may price only devices and cable pulling. Both can appear to cover the same project until execution begins.
Review whether each quotation identifies the following:
- Equipment make, model, quantity, and technical specification
- Cable type, route length assumptions, containment, and termination materials
- Installation accessories, mounting hardware, power supplies, racks, and cabinets
- Authority submissions, inspection support, testing, commissioning, and as-built drawings
