A project can look complete on site while still being unready for operation. Cameras may be installed, access doors may release correctly, structured cabling may be labeled, and screens may be live. But if drawings are missing, user permissions are unclear, test records cannot be produced, or authority requirements remain open, the facility owner inherits risk instead of a finished system. It is the point at which responsibility shifts from the contractor to the owner, facilities team, security team, or building operator. A controlled handover protects operational continuity, supports regulatory inspections, and prevents costly troubleshooting after occupancy.

Start the ELV Project Handover Before Installation Ends

The strongest handovers are planned during design and installation, not assembled at the last minute. The project manager should define the required documents, test procedures, training sessions, and acceptance criteria in the contract scope. This gives the client a clear basis for verifying completion and gives the installation team time to correct issues before final inspection.

ELV works often involve several connected systems: CCTV, access control, intercom, intrusion detection, gate barriers, public address, structured cabling, networking, Wi-Fi, parking systems, and fleet-related infrastructure. Each system has its own operating requirements, but they must also function together where integration has been specified. A camera may record correctly on its own, for example, but an access control event linked to video must be tested as a complete workflow.

Do not accept a handover based only on a visual walkthrough. A neat installation does not prove recording retention, backup power performance, network resilience, user access controls, or compliance readiness.

Confirm Compliance and Authority Requirements Are Closed

For security projects, compliance records should be treated as handover-critical deliverables. As-built drawings deserve special attention. They must show the final installed condition, not the original design intent. If a camera was relocated because of a beam, a door controller was moved to another electrical room, or a cable route changed during fit-out, the as-built record must reflect it. Accurate drawings reduce downtime when a fault occurs months or years later.

Digital files are usually more useful than printed binders, but both can be appropriate for large facilities. The key requirement is control: files should be clearly named, revision-managed, and handed over in formats the client can open and retain.

Test the System Against Real Operating Scenarios

Commissioning proves that equipment functions. Acceptance testing proves that the system supports the way the site will actually operate. Both are necessary.

For CCTV, verify live views, image quality during day and night conditions, camera fields of view, timestamp accuracy, recording playback, storage retention, export procedures, and user permissions. Where analytics are included, test them in the environment where they will be used. A line-crossing rule that works in an empty corridor may produce false alarms during peak traffic.

For access control, test every reader, lock, request-to-exit device, emergency release, door contact, alarm condition, and schedule. Confirm that authorized users can enter approved areas while unauthorized credentials are rejected. Test what happens during a network interruption, controller failure, fire alarm activation, and power loss. The correct behavior depends on the door type and life-safety design, so this must follow the approved system strategy.

For structured cabling and network-connected ELV systems, confirm labeling at both ends, certification results, switch port assignments, network segregation, and power-over-Ethernet load where used. A formal test script is useful for medium and large projects because it records the expected result, actual result, corrective action, and final status. It also prevents important edge cases from being overlooked during a rushed final walkthrough.

Transfer Control Without Creating a Security Gap

Handover must include the controlled transfer of administrative access. This applies to video management platforms, NVRs, access control servers, network switches, wireless controllers, cloud portals, and any remote monitoring tools.

The client should receive administrator credentials through a secure process, then change default passwords and confirm that previous contractor accounts are removed or limited according to the agreed support arrangement. Agree on who owns system administration after handover. In some sites, the facilities team manages basic tasks while a security manager controls user permissions and an IT team maintains the network. Train the People Who Will Run the System

Training should be role-based, practical, and recorded. A reception operator does not need the same instruction as a security supervisor, facility manager, or IT administrator.

End-user training should cover routine tasks such as live monitoring, playback, incident export, visitor management, card issuance, alarm acknowledgment, and basic fault reporting. Supervisors need to understand reporting, user permissions, audit logs, and escalation. Technical administrators need configuration training, backup procedures, license management, and safe first-line troubleshooting.

Ask the trainer to use real site scenarios. For example, the security team should practice finding an incident by time and camera, exporting footage according to internal policy, and verifying that the export can be viewed. Access control users should add and deactivate a test credential, review a door event, and respond to a forced-door alarm.

Training attendance sheets, session content, and a record of trained personnel should form part of the handover file. Staff turnover is unavoidable, so arrange refresher training or ensure the support contract includes it.

Set Support Rules Before the Defects Period Begins

The installation contractor’s role should not become unclear the day after handover.
